General Description:

Virginia Commercial Space Flight Authority is seeking a Contract Specialist with significant sourcing and construction experience. The candidate should be well-versed in public sector acquisition and have a strong track record in leading the development of request for proposals (RFP) packages. An in-depth understanding of the public buying process, contract management, and proficiency with procurement software and Enterprise Resource Planning (ERP) systems is essential.

Responsibilities and Duties:  

  • Responsible for the end-to-end contract lifecycle, from the development of solicitation packages through contract closeout. This includes drafting contract documents, negotiation, execution, administration, and compliance.
  •  Leverage extensive contract and construction experience to assist in the development and implementation of acquisition strategies that optimize efficiency, cost,  and value for the organization.
  • Partner with cross-functional internal teams to ensure contract terms are fulfilled and provide guidance in all contract matters including contract strategy, development of requirements, contract interpretations, and dispute resolution.
  • Establish and maintain excellent internal and external customer relations and act as liaison for all contract matters, communicating status of open contract actions frequently with program managers, technical staff, and leadership
  • Analyze proposed contract changes to ensure compliance with contract terms and conditions and develop resulting change order and amendment documents.
  • Process all contract actions and maintain records consistent with established processes and procedures Prepare and issue purchase orders, lease/rental agreements, and other documentation in accordance with established VCSFA policies and procedures.
  • Conduct market research and remain updated on current industry trends, particularly in the construction sector. Communicate with VCSFA requisitioning department regarding requirements, specifications, quantity, quality, and delivery. Recommend alternatives that would result in a greater value to VCSFA.
  • Perform other duties as assigned


General Education:   Bachelor’s degree preferred. Business or related field

Job-Related Experience:  Minimum of 3 years of experience in contract management.  Experience in public sector acquisition, RFP package development, and construction projects is essential, including a proven track record of successfully managing all phases of the contract lifecycle, from requirement definition through contract closeout. Proficient with Microsoft Office Suite, including SharePoint, or related software.

Certifications:  Relevant certification(s)such as CPCM, CFCM, VCA, and/or VCO are preferred.

Licenses, etc.: Valid driver's license is necessary when operating a vehicle while on agency business.  



Strong knowledge and experience in procurement software and Enterprise Resource Planning (ERP) systems. Experience with Virginia’s e-procurement portal, eVA, and/or the NetSuite ERP system is a plus. Familiarity with federal, including the FAR and DFAR regulations, and Virginia-specific contracting is preferred. Knowledge of import/export and customs procedures is an advantage


Contract lifecycle knowledge with ability to provide consultative support to internal stakeholders. Must be a self-starter, able to work independently, and manage multiple projects simultaneously under strict deadlines



Ability to manage a portfolio of contracts. Ability to collaborate with numerous internal and external stakeholders. Critical thinker with decision-making skills and high standards of detail accuracy. Strong analytical and problem-solving abilities Excellent verbal and written communication skills.

Physical Demands: Work is light requiring lifting of computer equipment and involves typical office behaviors. While performing the duties of this job, the employee is regularly required to sit; use hands to finger, handle, or feel and talk or hear. The employee is frequently required to reach with hands and arms. The employee is occasionally required to stand; walk; climb or balance; stoop, kneel, crouch, or crawl.  Position may travel between VCSFA sites. The employee must regularly lift and/or move up to 10 pounds. Specific vision abilities required by this job include close vision and ability to adjust focus.

Work Environment:  Work is performed in a typical office setting.

Must be able to obtain and maintain eligibility for issuance of a NASA credential.
