Chief of Security
Full Job Summary
This position manages the overall Physical Security Programs for Virginia Commercial Space Flight Authority. This position is the principal advisor to the CEO and Executive Director on all security matters related to aerospace.
Duties
- Serves as the primary interface forcross-agency and customer interactions for all security matters.
- Acts as the designated signatory for security items.
- Serves as a physical, technical certification authority and interface for government agencies.
- Certify, accredit, monitor, and support the sensitive compartmented information facilities (SCIF) lifecycle.
- Reviews physical and technical security documents as required under ICD, NISPOM and
- other applicable regulations andensure compliance.
- Produces necessary deliverables in the form of completed reports and tasks (e.g., Site
- Inspections, accreditation messages, etc.).
- Provides physical security advice and guidance to executive leadership.
- Evaluates threats, vulnerabilities, and assets to determine the most efficient and innovative countermeasures for protecting government information.
- Provides armed executive protection for the Chief Executive Officer.
- Serves as subject matter expert (SME) for all classified area construction, providing procedural guidance and recommendations to architects, engineers, and contract personnel.
- Works with all government client agencies on required specifications, documentation, and
- approvals.
- Performs site surveys and assesses physical security field conditions to provide recommendations to MARS leadership, management, and potential customers regarding all new installations and retrofits of proposed classified and unclassified locations. Recommendation to include but not limited to security countermeasures, the concept of operations CONOPS, required field hardware/software, cost estimates, and governmental procedural interpretation and guidance.
- Coordinates security strategies with Executive leadership and Senior Management
- regarding all current and future projects.
- Provide cost projections, technical guidance, and executive-level briefings on
- recommendations and state of thebusiness.
- Assures adherence to government policies andbusiness practices for all branch offices.
- Provides ICD 705, NISPOM & SAPF oversight to coworkers within the region.
- Performs semi-annual physical securityinspections as required by all agencies and UL for continued certification.
- Assess the need for, develop, and oversee the development of operating, testing, and maintenance procedures; engineering work packages for internal and external execution, including those for hazardous operations; system drawings; trouble-shooting plans; certification documentation; system performance metrics; and documents.
- Manages and oversees developing and maintaining operational parameters related to security requirements.
- Supervises and participates in field inspections and reviews of security systems to assess conformance with design and operational requirements.
- Supervises and generates system changedocumentation as needed.
- Supervises development of material for ChangeConfiguration (CC) and design reviews; defines required organizationalprocesses; supervises the development and maintenance of detailed technicalresources for MARS security processes; provides guidance and instruction to theorganization on the functional and operational understanding of securitysystems and processes.
- Manage, supervise, and inspect fieldwork performance on security-related systems; direct coordination with other internal groups, including QA, Safety, and the Pad Manager.
- Plans leadership, mentoring, and career development of MARS technical staff as needed to support operations, maintain certifications, and achieve company goals.
- Responsible for oversight and management of maintenance, alteration, and operational tasks safely, efficiently, and within allocated budget/schedule; develop, review, and approve task requirements; develop, review, and approve task plans that include budget/cost estimates, schedule, and performance criteria; comply with all pad management, quality, certification, and cleanliness documentation, and safety policies.
- Supervise and coordinate cross-functional engineering team as assigned to plan, implement, and improve both short-term and long-term initiatives.
- Present complex technical information and concepts to internal/or external customers.

Requirements
- U.S. Citizenship
- Valid Driver's License
- Covid-19 Vaccination
- Active TS/SCI clearance with CI polygraph or the ability to obtain/maintain a TS/SCI clearance with CI polygraph.
Qualifications
- Five plus years working in the intelligence community and prefer experience in the space launch community.
- Virginia Department of Justice Services (DCJS) Firearms certification.
Education
Bachelor’s Degree required with experience in law enforcement preferred.
